Rule 21
Subject to be submitted to the Council of Ministers

(1) When deciding on the matters mentioned in Schedule-1, a proposal must be submitted to the Council of Ministers to decide such matters. However, the Council of Ministers may delegate the responsibility for any of such matters to be taken by the committee constituted under Rule 31.
(2) If the subject of the proposal to be submitted by any one ministry according to sub-rule (1) is also related to other ministries, it shall be submitted along with the opinion of such ministry.
(3) If the opinion of the Cabinet Committee is requested from the Cabinet regarding the proposal presented to the Council of Ministers, it shall be submitted for the decision of the Council of Ministers along with the recommendation of the relevant Cabinet Committee.
(4) Unless otherwise ordered by the Prime Minister, when the matters under sub-rule (1) are submitted for the decision of the Council of Ministers, the concerned Secretary shall submit a proposal in the format as per Schedule-2.
